Bot has been running very well over the last month. It
has 1110 topics in the database. There have been 295
questions asked, in the last 23 days.
We are working tward JOTI the Temp helpers will start
helping out approxitmately 2 weeks before JOTI and 2
weeks after
OZANZ will be held in a week's time. Nothing else happening. Chatters chat, etc.
lot of scouts use internet in
stay at B.B.S. then go to IRC. I think that I should do more efforts
for promoting ScoutLink. I'll try as more as I can do.

Invite scouts join us. I'll send the invitation for National Girl
Scouts Association of Taiwan, R.O.C too. (Boy Scout and Girl Scout
are the different system in my country.)
3)Sometime, the reason why scouts don't go to IRC simply is they don't
know how to use it. I have wrote an "ScoutLink IRC Express" guideline
on official JOTI homepage of Scouts of China two years ago.I will write
more friendly guidelines for the new users.

The HQ of Scouts of China is fully support JOTI&JOTA for many years.
We had fifteen JOTI/JOTA subsites last year.
We will have a one day course for JOTI/JOTA on Sep 14.
The city councils will appoint JOTI/JOTA subsite staff attend the
course.
For I am the JOTI coordinator of Scouts of China, I will introduce
JOTI activities. There is an school will support an computer room
for our course. We will have the opportunity to teach the participants
how to install IRC clinet program and how to use it, and they can
experience it immediately.
The JOTI circular(WSB 22/2202) has been translate to chinese and will be
published on "Scouts of China Monthly" this month and will post on the
offical JOTI homepage of Scouts of China.(http://www.scout.org.tw/joti/)

I have wrote an article for introducing ScoutLink.It will be published
this month too.
I am very excited that we have a link to SL on the newly updated Scouts Canada website. Visit www.scouts.ca under International Scouting.
I am having a flyer distributed at the Calgary Leader's Fair held Sept 14. Hopefully we will have some response from that.
We have two temp chanops - Raksha35 (has taken Ellie's course) and wildg (looking to take it soon) I would like to see how they work out and then perhaps suggest them as permanent chanops if they are interested.
I have heard there have been a few new Canadians on but I haven't had any recent registrations from mike_uk.
JOTI preps are going fast, we are near ready by now. Some rules have
changed. We are going to allow colors in channels. We are having a meeting
with national HQ about JOTI next sunday. I will give a 30 minute Scoutlink
Presentation then.
With coordinators JOTI and some regulars we had a serious meeting here at my
place with a BBQ. BBQ this year even without any glines coming our way.
We are also attending PiToMa third weekend in september. A dutch camp where
groups can inform people about activities. With our Scoutlink Group S/ASH we
will attend that camp and promote Scoutlink, S/ash and off course JOTI.
About 12/13 regulars will be in promoteam We have PP presentation with
beamer etc.
In november we are having a IRL meeting/weekend again, like we have every
year. We expect to get 20-30 regulars there.
Some new names have joined dutch and we are at an average off 13 people
every evening now. Holidays are over and channel is getting fuller.
September i will be talking with national HQ to see if scoutlink can provide
irc services for them.
July and August were two slow months for Scoutlink activities in
can say that the activity was almost zero. Anyway now we are start to
working again. We have planned:
1 meeting via network next wednesday 11 september where we will set the
official program for Joti;
2 an IRL meeting for next 28 september in the south part of

For joti in particular we are completing the database of questions for
italian quizbot "Quizscout" as you maybe know we organized a tournment last
year with a flag that was given to the troop that made the best mark. Now
that flag (with the scoutlink logo printed on it) it is in a troop in the
south of Italy but we will hope that another tropp will win that
We have planned to have three or four Forums open specially to rovers and
leaders
A room for videoconferencing via netmeeting or maybe using ivisit
an italian irchelp channel will be active too.
in the UK preperations for 2005 and 2007 are moving slowly due to the
summer holiday season, I hope to have more to report later in the autumn
JOTI - I am unsure what is going on, our Scout Assoc Co-ordinator for UK
yesterday sent me a strange email saying he was not happy with what was
going on (I assume with UIK association or WOSM). Hes due to ring me next
week to tell me more!
Meanwhile I am pushing JOTI via other methods, and have had a number of
contacts with

2.1 Request of JOTI o-lines for Stoffel, Hoppie, Bear, Anita, Bbqpit_HK and Bip. for
them an o-line with kill option and an o-line for tabaqui with kill and g-line

2.2 Request of JOTI o-lines with kill option, for
#Finland/#scandinavia/#icelandic = BalooDK & Ananas; request of Joti Olines
(kill and glines) for at least three or four Italians: probably
Thunder, Xinjy, Indy, Giuliasso (each italian association has rapresented)
Global Council gave his positive answer.
2.3 Channelrequest for german quizbot
Global Council gave his Nulla OSTA for that Bot that will run just during Joti. But in the future requests that regard Joti (i.e. channles, bots and so forth) have to be submitted direclty to Joti coordination and come thorugh Tech team for the evaluation of Bots with trials on network.The request and the authorization from Tech Team will be transmitted as carbon copy to the Council. In this way the procedure for the authorization is more quick.
3.0 Add Granpa to council mailinglist
Nulla Osta for insertig Grandpa as Webteam Coordinator in the scoutlink-council mailing list. Global Council voted a resolution against the possibility to give a vote inside Council to Webteam rapresent. Webteam rapresents will take part the global council just for reporting about website.
4.0 making all the things that council decide's public (this include the outcomes from the meetings who are already public, but also the decision's made on the mailinglist)
Global Council gave the authorization to Webteam to develope a page where all decisions (took during Council meetings and via scoutlink-council mailing list) will be present and public for scoutlink users.
5.0 creating a link from the channels page on the website to a page where you will find the chanop's, ircop's and cc's from that channel. So that if you click – for example - on #dutch you will see a page with the pictures, nick's and e-mail adresses of Stoffel, No-use, Hoppie, Goscpa_nl, Sahi_nl.
Global council decided that webteam in contact with CC's will develop these pages. CC's to review them periodically and send updates to webteam.
6.0 including (on website) a reporting page for people to reprt bugs and problems
Tech Team is working on that page and as soon as possibile will release a first version of that page.
7.0 Other business
7.1 - Evaluation of the ircops and server connect problem.
After 2 months testing with the network and servers working very well and reconnecting themselves mostly, council decided to continue ircops commands without /squit and /connect. But in the event that there is no Techteam member online, IRCops are allowed to connect servers only. The current techteam work in progress for new services will be implementing an autoreconnect on split function to check for lost or split servers and reconnect them as required
7.2 clones limit during JOTI
For security reasons tech team thinks that clone limit has to be 20 max for channel. More Chanops think that the limit should remain the same of last year. 40. After a short conversation global Council, agree with tech Team, authorized to fix number of clients connected to a channel to 25 max.
7.3 #waterscouting dutch channel
There was a proposal to keep open a permanent channel on Scoutlink reserved to dutch waterscouting activities and users. The Global council gave the positive authorization for that channel that after a trial could become international (3 or 4 months). The channel name will be #waterscouting. That channel will be moderated by Dutch team.
8.0 The log of conversation and the next meeting date
The log will be avaiable for all members of the council behind request to the secretary. The outcomes of the meeting will be published in a web site by the Chair. The next meeting will be October Saturday 5th 2002 at 22 GMT on #meetings channel
