Doc 4.
This doc is just to bring Ircops and TT/TTC inline with what exists for council members. No more no less.
After a good discussion about this doc and the question marks in this doc ( which will be taken care off ) Council voted for accepting the doc with 9 yes, 2 no, 4 abstentions.
Tinge asked radar to put in this minutes that she voted no, because she cannot vote yes for a doc with question marks in it and not knowing what they will be replaced with.
Doc Team will review the question marks and advise council by email.
TTC (Tech team )
We need to ask TT to elect a TTC-call for nominations-suggestions and vote. This can make the TTC job on a formal without question basis.
Megalive is/was TTC until after JOTI. He will put the questions mentioned above on TT mail list.
Council has voted for Space_NL to conduct the election, with 1 abstention.
Un represented countries.
During JOTI we had a problem with Turkey and no apparent CC/RC to deal.
There are lots of countries with no one to deal with.
Therefore we need a person to represent unattached countries.
Maybe Grandpa wants to do that. Because he is not here Roger_UK will send an email to council list. Them we can vote in next Council meeting.

JOTI was good for most of us.
Next year JOTICO will try to make tempop registration and coordination better.
There has been some problems with finding coordinators for #opers, not everything was clear but the idea worked. We can improve this next year.
Bot Team did a great job. Hope they will do it next year. Runmaste is happy to continue. It is for TT to sort out a Bot Team or ask if current team will stay.
TT did a great job aswell.
Maybe next year all teams and JOTICO can start earlier to sort things out.
Also publishing deadlines and hold on to those would be nice.
There must de done an evaluation by JOTICO.
A bot for opening and closing channels is a very good idea. It can save us from making mistakes. Maybe that is something for Bot Team to work on. Pleas don’t forget the MAC users or users with different operating systems.
Council asked Tita to be JOTICO for next year. He will do that. Carried unanimously.
Tita regrets that the deputy for Asia resigned……but that is for RC Asia to deal with.
Resignations CC Venezuela and Belgium ( The Netherlands RC? ).
Fenix and Nele have resigned.
Council voted for Space_NL to be RC BeNeLux. Carried unanimously.
Venezuela needs a new CC. Aciago will do the elections for that.
The countries in South America who don’t have their own CC are Chile, Uruguay, Paraguay, Ecuador and Colombia.
The countries in South America who have their own CC are Peru, Bolivia, Argentina and Brazil.
( re ) Elections CC/RC UK, Oceania, Germany and USA.
Roger will do lections for Oceania.
Jabiru will do elections for UK.
Judy will do elections for Germany.
Dougly will do elections for USA.
A country needs 10 regular users for having its own CC.
Non Scoutlink controlled mail servers.
Council hs voted for that where a *.scoutlink.net mail server is used outside the control of Tech Team, the CC/RC must be responsible for its operations.

Bogote wants Romulo to be ircop and deputy for Peru.
Council asked Bogote to take care of this by emailing council list.
Megalive has given an idea by someone to move registration place for nicknames to www.scoutlink.net so people can register at the website.
This has to be taken into email to council list and be discussed by email. It will give us time to think over.
After the discussion by email we can put it on agenda for next council meeting.
Radar asked where to register in the meantime……still waiting for an answer.
