New Business

1. Plan of elections: AU, NZ, IT due Nov 2005; CA, DE, UK, NL, BE due 2007

2. Logs and stats on #italian -Discussion concerning 'logging' channels, what the information is used for, what is the real reason for logs, can stats be retrieved without keeping logs,

It was voted through the SL Italian team to log the channel - Council agreed to support it provided that a notice is sent through chanserv to all users joining the channel explaining that it is being logged, and what the logs are being used for.

3. Ratification of Doc as CC for Netherlands and Doomer_be for Belgium. (as everyone did not respond in mail list)

4. Historical process - Logs of meetings will be kept for one year on Yahoogroups site.

5. Quorum - Proposal that quorum is reduced to 7, Proposal to be more stringent on removing inactive CCs - defined as inactive CC/RC is someone who doesn't interact with council and has not attended for 3 meetings or arranged deputy representative. Secretary will make a list of attendance of last 6 meetings.

6. Safety Review Group. Some consensus in that we all agreed it needed looking at and needed improvement. Two proposals for some form of registration which would restrict private conversations and dcc sends until nick registered and CC approved. Second was a program of education to users and get them acquainted with Scoutlink. Much discussion took place and no real conclusion; meeting next weekend to progress.

7. #youth vote fiasco - #youth voted for chanops; it almost elected one of the most glined people that we have had in the last 18 months;  it elected a very immature 12 year old. The docteam has looked at election processes...the supervision could be another chairperson's function...as they (#youth) don't represent a country...they nominated themselves because nomination had no restrictions; they were regulars and there was no adult supervision. Secretary to send a stern letter to #youth team outlining correct procedure for elections...

Old Business

1. Position of Council Chair and Secretary - It was proposed and carried that Council will elect and appoint a chairperson.  The chair can be appointed from outside the Council. Position is for 12 months. Election of chair is in January each year. nitie to continue as secretary. Leon will continue as Chair for the time being pending work issues. If he must leave, secretary will act as deputy for the chair until another is nominated.
