Agenda Items:

1.        JOTI – issues

A). Council decide, upon the full information given, what further actions should be taken against Space_nl, no-use and Seelix, aka Sailorman. Council decided that what happened at JOTI is over and done with. The three that were involved know that what happened was wrong, and are not likely to repeat it. There is not a high probabilitiy of it being repeated.

B) Council must decide, and prepare a document, listing the responsibilities /authorities of JOTICO and its limitations. Motion was made proposing that nitie and Jabiru prepare a draft document outlining the responsibilities of the JOTICO team to be presented at January's meeting with the idea that this will have to be a definite by May for the sake of the JOTICO team. Passed

2. Webpages – Although Ellie had asked Council at previous meetings about the SL webpages being updated and agreed to it, Council did not realize that when it was up and running it would be different from what it was. Stoffel has explained that the old pages cannot be linked, everything must be rebuilt from scratch. He has stated that the Minutes page will be up and running before Christmas and pics+login will be ready before next summer.

3. PrimePossum -#youth – Motion was made for Jabiru to approach #youth-team and ask how they would like the advisor position handled (if necessary). Motion passed.

4. CC/RC Participation - http://www.scoutlink.net/votingdoc/voting.htm states : A CC can be removed if: a. if he/she is inactive for 3 months ( note: inactive means without a written note sent to the Chair or the mailing list of global council or not logged in at nickserv) or he/she has presented a written resignation to the Chairman of the global council; b.  he/she has problems with the law in their country

Motion was made to change the value of quorum at regular meetings from 50%+1 to 33% of Council members. Motion passed. Motion to set quorum for extraordinary meetings at 50% of council members plus 1. Motion passed.

Motion to enforce the Council rule that Council Members who are not represented for three months at regular meetings are removed from Council, and their position is set for re-election. Motion passed.

5. #lone-guide channel - Some kids can't be member of a local troop for any one of many reasons.
- they have a disability or an illness
- there is not a local troop in their town
- they don't live in a town at all and it's too far to go to a town. 

Usually their "meetings" are made by the leader, and sent by snail mail to the kids. The kids complete the work and return it to the leader, again with snail mail.  They might meet IRL once a year in a camp. In South Australia, the Loneguides have decided to be internet based, and to have their meetings in a chat room. The Netguides group in the U.k. do a similar thing.  There was an attempt to share the same channel with them (that was thought of first),
but it wasn't welcome at the time. Maybe later on, they will be able to use the same place for meetings. They just don't seem to be ready right now.

Motion was made to create the #lone-guide channel. Motion passed.

6. Active Eastern European users – Grandpa requested logs to get the nicks of users from E. Europe. Leon advised that Services.log is NOT logged but information from ircchan could be retrieved (will speak to danscout).
