1.meeting with World JOTA and JOTI organizer for WOSM - Gerben will be meeting them at the European radio Scouting and internet seminar in 2 weeks.
2. Scoutlink planning - Jabiru not available. Will postpone to the next meeting
3.Servers update - Ellie wrote to all server admins asking them to redirect their webservers to www.scoutlink.net. Received good positive responses from most admins. Ellie also asked if anyone gets any info about temp servers, to get the ppl to mail her directly. She will be sending out mail again this year
4. #youth - After meeting with the #youth team, the GYC and #youth-junior coordinator,Jovaro and Ozyvent, we summarized the issues and sent them them back to #youth team, with some recommendations. This was done because we did not want to give the impression that Council was always controlling things. #Youth is run on a team basis with a chairperson, sec and etc and we wanted to give them a chance to deal with the issues that occurred in their channel.

Subject : Recommendations
Dear Gregor,
First, I would like to officially advise you of the results of our initial meeting with #youth-team. This is what Ellie and I determined:
1.    OzyVent and Jovaro have interpersonal aggression issues that would stand in the way of them working successfully on a team together...
2.    The roles within the #youth junior team need to be better defined and chain of command adhered to... i.e. who reports to whom and who works with
which team.
3.    The roles within #youth team same as for point 2.
4.    #youth junior and #youth team to be two totally separate teams with #youth team chairperson or secretary and #youth junior team leader to liaise
closely with the Global Youth Co-ordinator who should oversee the running of both teams and should be in attendance at both team's monthly meetings to
keep up to date on where each team is at at the time.
5.    Issue over allart to be resolved by the #youth team as to his resignation or not...it is not a council issue to deal with.
6.    Nhulscout to run #youth junior with team until it is old enough or with enough users to warrant a larger team and eventually a committee...
7.     Nhulscout to discuss with GYC if any #youth team are needed for events or roles within #youth junior channel...
8.    We could find no evidence in mail or minutes or monthly #youth team reports to council that Nhulscout was ever a member of #youth team... It is
stated however that she attended meetings to give an update on progress in #youth junior channel...
9.     GYC to continue to submit both #youth team and #youth junior reports to council on a monthly basis...
10.     The members of the #youth team are aware and stated that at times Lorri_oz has had to make decisions when events have made it necessary
without approval from the #youth team. They also stated that whether these decisions were good or bad they had to be made at the time...
11.   The members of the #youth team put their support behind Lorri_oz as GYC wholeheartedly and were appreciative of her support and leadership and
hoped it continued as it was...
Secondly, we would like #youthteam to discuss the following at their next meeting. Both Jovaro and Ozyvent have had allegations brought to Council
concerning their behaviour. This includes
a)   rude and abusive behaviour towards each other in public
b)   rudeness to CC's and team leaders...
c)   Jovaro not abiding to a ban, regardless of the fact that his CC removed it
d)  neither continuing to follow the directions of team leaders involved.

Both chanops have agreed to abide by the decisions of their peers. Therefore, Council asks that the #youthteam consider these allegations, find
some resolution and determine the consequences of their actions.We would like to make a few suggestions.
1.We suggest that both repeat an OPS course to reiterate the responsibility that each has in their channel. It is more than just taking care of the
channel. It is also about learning how to deal with people.
2. Perhaps give each one a chance to explain themselves to the #YT without the other present, so they can make a fair explanation without interruption/
heckling.
3. Although Ozy is a part of YT, we don't feel he should have a vote for either judgement.
4. Please advise Council within two weeks of the results and when any disciplinary action will take effect.

We appreciate your support in this matter and look forward to a swift resolution.

 After much discussion by the team last night (06/06/03 GMT) it was decided that the best course of action to be taken against both Ozy and Jov would be for both of their Ops to be taken away for a month. If there is any complaints, shouting at team members, arguments about the decision &c &c then the ban for that user will be upheld for longer.
 
 I hope that you can both agree with this decision and try to make amends with each another.

As there was no mention made of the two taking their chanops course again, Ellie and I will follow up on that, as well as monitoring the situation in #youth.
5. #channels -Summary : Please everyone get your users to support #english as an international channel, support it yourself and spread the word #english is our international (english speaking) channel. Also, we asked Grandpa to keep monitoring #polish even though fips_de would be returning to his position of CC
#deutsch shortly.
6. Admin mailing list - was set up successfully.

New Business
1. 1. user@robot.searchirc.org - Ellie is working to determine the safety of this bot. Apparently it is just doing stats on our servers. We just want to make sure any link won't allow spoofing of ip's like how splatty used to use to flood out and cause trouble.
2. JOTI - Ellie also asked if all CC's could decide whether they want anything special in their joti bots...or if they have a team working on a bot that TT/botteam need to look at.
3.Scoutlink newsletter - Council thinks this is very positive. It would be monthly newsletter with fun stuff and one would have to subscribe to it. Wraith will coordinate and work with his team.
4. Opping up - IRCOPS should be opped up when online unless they are not able to (no o-lines). It is not required to be logged into #services.
5. Ozyvent - Council discussed the idea of asking Space_nl and Ozyvent to work together to create a netiquette/behavioural website for the SL network. However this did not get carried. There was a proposal made to "let the word slip that we (Council) are watching (the behaviour of IRCOPS)... and localCC/RC's should be the one to make sure his/her ops don't get "trigger-happy" and this was carried.
6. Discipline of chanops - Discussion will be dealt with through mail-list (meeting carried on too long).
7. Webpages - nitie's problem with uploading the minutes is a problem with the naming of the files and it should work properly now.

#Deutsch is a quite common channel with common users. Last week, we had a minor problem with a user who exceeded the allowed idle time limits and was
killed, and finally even glined. That person was talked to by me and by raydn concerning their IRC client configuration (that trillian client, maybe someone knows it), but our comments seem not to have an effect on that person. Hence, a gline was installed to kepp them out.
Concerning #Polish, whose administrator I am til proper installing of a team for the Polish community, I can report about emails that were sent from me to Poland and answered.
My mail to Piotr (a person who I had email contact on that case months ago)
reads as follows:

some months ago, some people from Poland asked the ScoutLink team to initiate a Polish channel on ScoutLink. Now, I realise very very seldom activity (a client joining and parting soon again all few weeks) in #Polish which is the Polish ScoutLink channel. If the channel will not be needed, please let me know so that it can be shut down. If you wish to use it, I would be glad to welcome people there more often (I don't speak Polish, but I can help you to tell you about our guidelines and rules).
So, I would be delighted if you let me know if there is a need for the Polish channel on ScoutLink.

Thanks for Your reminder about more activities on # polish. We are working all the time to make this channel active. It is a part of a wider idea to make Polish Scouts and Guides more open and more confident in int. contacts, but it is a hard task. the channel is linked to www.hr.bci.pl and will be linked to other scout
websites. So be patient, we are aware of the problem.

So, as it looks, there are Polish scouts to come. Therefore, I would like the council to give our Polish friends some more time to come.

#youth and youth-junior

#youth report for May, 2003
Unfortunately, what began as little ripples escalated into large waves across #youth team this past month but thanks to the council arbitrators, and a series of meetings, calm seas have once again returned to the #youth team.
Changes to the #youth team this past month have included the resignation of  Nairobi, Jacka and allart2nl. I thank them for their contribution on the #youth team.
The team have decided to extend zorglub and LizzWhizz as temp round-robin chanops until the end of June. Despite what was happening in the background within the team it didn't detract from the channel and the fun continued, celebrating many birthdays during the month. We expected the channel to be a little quiet as final and mid year exams sweep the world but to our surprise the channel at times has been bursting at the seams and we have also seen some new people in the channel. It is good to hear the excitement as these new people master the art of youth popups.
We have started to compile a list of regulars who are interested in becoming temp ops for JOTI.
This month I attended the Queens Scout Presentation of one of our newest chatters to #youth. I presented a certificate of congratulations on behalf of #youth and ScoutLink and also presented a certificate of  #youth membership. The Queens Scout Award is equivalent to the American Eagle Scout Award.  At the presentation I was able to talk to many scouts, Leaders of all sections, Commissioners from the NSW North Coast Region plus the NSW Advisor for Venturers about ScoutLink with the Commissioners being very interested in what ScoutLink could offer.

#youth-junior from nhulscout

#youth-junior has been relatively quiet this past month, however there are some exciting developments that should lead to a major increase in the number of
users in the coming months.
A user/leader who first came into SL with her children during JOTI 2002 has returned and her children.. most of whom are the right age for #youth-junior are now chatting in channel.  On the weekend of June 14-15 this chatter,  the cubs in her care and the Joey Scouts at my (nhulscouts) Joey mob will be meeting for the first major event that the channel has hosted..  a pirate party using the program and games that Jovaro has created.  This party will commence at 10:00am Netherlands time,  9:00am  England time, and  16:30pmCST Australia17:00 EST Australia.
An e-mail will be sent to SL team members who are leaders in this age group, to join us for this event (preferably with  the youth in their sections) and make this a mini joti type event for the channel.Jovaro, roger-uk and myself will then co-ordinate the event,  be available on roster to  supervise chat and talk to leaders about the channel.  We will also use this as a test ground for our needs for JOTI 2003.
We are anticipating similar activities to run on the third weekend of each month, to assist leaders in knowing when they are likely to find other youth in the channel.
Now that #youth-junior and #youth teams are totally separated,   #youth-junior team  meetings will be held on the second weekend  of each month.  Our first
such meeting will be on  Sunday June 7th in
Australia at 1930pm cst  2000 EST  and on Saturday June 6th at 1830 GMT in England  1930 in the Netherlands.

Joti report 7-6-2003
This report is just a summary at the moment…
Today I’ve  had a confirmation of ICIS that they will be able to help on the HelpDesk this year. They are fully aware that this is their last chance as well… this due to communication problems last year and before. As usual this is what I understood from the reports from last year.
An email has been sent to Ellie with the names of the chanco’s concerning the joti-bots.
All the processes recently reported are still busy

I’ve been toying around with Ellie on the idea for a playserver. This idea still needs to take form, but I hope it will be possible before end of july.
Can the council please send me a reply on idea’s or proposals.Again I hope to make this joti a blast so all idea’s are welcome
