1. Reports from Countries, #youth, JOTIteam, Techteam, #irc_help
On this month we haven't have much work done but we are still working on this areas:
1) Searching new op's as some actual op's are not coming to ScoutLink frequently. At this moment we are working with: mayra, bucanero, zorro, mankel, rsdiorj, wolverine, nolo, blyton, and Faona.
2) Bucanero is working on the questions for quizbot for next JOTI and making an activity program also. With this program we could define the special channels that could be used.
3) Faona is working on a Presentation that could be used on diferent associations of
founded on the one wich Ellie has send once before.
4) On #espanol the NOT SCRIPTS POLICY is still used, some times are
users that visit also #jambo where this is not apply, so we asked to
unify this policy.
Having council reunions on saturdays makes me some troubles:
1) is the SCOUT DAY so I must attend different activities with the girls of the clan, with the group or an adult formation activity. So while this reunions be on this day, probably I have more troubles
that normaly.2) I must send the #espanol report and different opinions about the
agenda, this time is not, I hope to have time to attend this one.
3) I'm not sure if mayra could attend insted, I hope she can, but perhaps has same trouble

- One suggestion was to put SL Server names on the first page (as othernetworks do, so if someone looks for servers, the'll find them at once and not after a long search.)
- For translations of updated web pages, a date is set when the update is due. Exceeding this date will result in taking the language pages down until the update has been performed.
- Webteam has been re-structured. There are now 3 global webmasters:
+ Elias is responsible for scripting, PHP etc.
+ Stoffel is the uploader (i.e., translated pages are sent to him to be
uploaded)
+ I (Grandpa) am Team Coordinator.

Preparations for the JOTI are coming along as planed, we
hope to make this the best one so far.
Bot has 1101 topics with more to come, her database is
getting larger. We have enough helpers that someone is
almost always in #irc_help at all times that users are
on, with each language channel being represented. Thank
you to all the volunteers who make this channel work so
well.

2.0 domain payment: proposals
After a long conversation Council thought that the better solution is that Global Council each year finds a donator/sponsorization for the domain cost. But at the same time will give the webteam the task to look for a cheaper host mantainer. This year the sponsorization is guaranted from
3.0 Mr_Y case: proposal for policy for server owners
Ellie has spoken to Mr_Y and se01 and se02 are gone for now...se02 is test server only...
he is unrepentant of his behaviour and did not answer mail I had sent nor did he inform tt that there was a coding prob; he took an oline when he should not have; TT have given him a few days to decide whether he can honour the server admins agreement on the server requirements; the rules are clear on the server requirements that are sent to all proposed new server admins:
Requirements for a Scoutlink IRC Server
The requirements are the same for both JOTI temp servers, and permanent servers, and are as follows:
1) gnu/UNIX based OS
2) shell login account, preferably ssh
3) file transfer access to server using ftp/scp/sftp (scp preferred)
4) crontab access
5) access to run deamon processes
6) ports 6667, 6668 and 3163 open and available for our use
7) fixed IP address for server, with a stable high speed connection
8) (servers where we are able to have root access, and/or run other services such as backup mail, web etc. are greatly appreciated)
9) this sounds stupid, but we must be able to change the user password on the server.
NOTE: providing an IRC server for ScoutLink does **NOT** provide automatic IRCops for the providor. All servers are administered by the Scoutlink Tech Team.
We cannot accept windows or macos servers, as our software will not run on them, and on the whole they are not as stable as UNIX variant systems.
Any server where the server administrator alters the config files (eg. to add in o:lines, or to add in c/n lines to allow another server to connect) will be disconnected from the network, similarly any server we are unable to log into to update will be disconnected until updates can be made.
ok right now...Mr_Y is considering if he can trust TT and allow us to work his server as we need to...and whether he will oline himself again or not...
Because of many server owners between german and swiss scoutlink team Global Council authorized a special meeting between Woody and Fips_de and Ellie as Tech Team Coordinator for sorting this thing. Woody and Fips_de will write a proposal for their own server and the tech team will read that.
3.1 Communication of Server Changes
tt sent out many e-mails about testing server changes and ircd changes but few tested so there were probs with bugs; the new techies website is nearly complete will have full server pages with what is online offline at present also a reporting page for ppl to report bugs and probs also to do lists for users and ops to add what they need done another couple of weeks and it should be ready probably by next council meeting.
4.0 Lorri_oz as IRCOP: proposal
Global Council voted on this name: there were 3 YES, two NO and two abstensions 1 blanck. So Global Council approved Lorri_oz as new australian IRCOP. Ellie will train lorri as ircop and any others that want a refresher. The secretary will write her an official letter with the nomination.
4.1 ircop rights
Due to the unclear situation and inside the tech team about the possibility to give back IRCOP rights to reconnecting/squitting servers, the Global council decided to place this item during the next council agenda because. Meanwhile Ellie will ask again her team an official position again on this. Untill the next scoutlink council meeting will remain the old policy (just Tech Team can reconnect/squit) .
5.0 Channel request from KingEd
The Global Council gave a full YES to that proposal but it hopes that there will be an accordance between Kinged and Mike_uk (as channel coordinator) and eventually with tech team.
6.0 problems for Jamboree of 2002
The Global Council will ask Boomer to understand better because Irish scouting doesn’t want to have any contact with Scoutlink and eventually will write them a letter.
7.0 webteam organization: we have to ratify new organization or refuse it
Global Council ratified the new organization for webteam.
8.0 Jamboree of 2007
Due to absence of Mike, Global Council thought to post-pone this item in the next scoutlink council meeting
9.0 Venture Room name
There was a proposal to change the Venture room name into Netwrok due to changes in active in
10.0 The log of conversation and the next meeting date
The log will be avaiable for all members of the council behind request to the secretary. The outcomes of the meeting will be published in a web site by the Chair. The next meeting will be September friday 6th 2002 at 22 GMT on #meetings channel
