Agreement previous month minutes.
The minutes of November 2009 are carried unanimously.
Progress elections Canada and Scandinavia.
Still no progress from Canada.
No information about Scandinavia.
Documents ( how far are we and what needs to be done ).
The documents team is now Roger-UK, Emily and Radar. Everyone else is either doing nothing or dropped out.
We have alma gated the docs so far 1 to 5. Working on the rest 6 to 9 and will be presenting the Scoutlink policy and rules in early 2010. That is the target.
Roger-UK, speaking personally; this is taking a lot of work and when agreed if ops do not abide the rules he will expect, no demand, that CC’s and RC’s take action.
The policy and the rules will be posted in Council group and on Scoutlink website.
New IRCD.
It is annoying that the Tech Team Coordinator could neither be at the meeting or bother to offer some comments for Council.
There is a new IRCD and Tech Team are preparing a document at the moment.
This will be to get every ones view and will be reviewed as the new IRCD progresses. There will be time lines and there will be expected to be met. Ops of all types will have input and the final specification will be discussed and agreed with Council.
One of the aims is tech Team cover 24/7 or on call to stop it being a burden on one person.
New IRC op for #Dutch ( Terrean ).
Terrean was voted for to be IRC op for #Dutch.
Council did vote as well, carried unanimously.
Disabling anonymous globals for Operserv ( Now IRC ops can send globals with Operserv and /msg, the Operserv way does not show the senders nickname and this is abuse ).
Can something be done about it with the new IRCD? With the new IRCD it can de done easily. The effects will be no global and global msg command for staff members, which means no more stupid/annoying globals without the author named. All messages should be send by /msg command, which works the same way but the senders name is labelled.
So conclusion is, if we accept it there will not be any anonymous messages on the network. Do not think there will not be any way to send messages to all users, there will be, al ways have.
Can it be made that Operserv fills in the nickname? That we have to ask Megalive.
It is proposed to ask Tech Team to change the comments to have $nick inserted into the current command. If it is not possible ( or way to much work ) to disable it and only use /msg from now on. Council has voted for this, carried unanimously.
Radar has been asked to advise tech Team Coordinator. She will do.
Adding Scoutlink to IRC lists.
After a discussion there was voted for: Council members should promote Scoutlink to be listed only in scout related places. There were 5 no and 3 yes.
Then Council voted for: Council members and national teams should promote Scoutlink with a needed common sense. This is carried with 7 yes and 1 no.
Any Other Business.
Huito: Chiquiturrix is going to open a temporal channel #Argentina, because a group of old scouts from there wants to use the network.
It is suggested to use an other name like an event name or a group name. As we do not do country or political channels. Huito is going to tell that to Chiquiturrix.
Anamartha is asking if there should be elections for Venezuela as Nanoman has not attended to Council meetings three times in a row. No, as decided in last Council meeting Radar did send an email to Nanoman about his absence. Nanoman told her and Roger_UK that is was/is due to private problems. It is not for them to tell Council which problems.
Juham: Scandinavia elections are on the move, 2 candidates for RC and votes should be counted before the meeting of January.
