Agreement of previous months minutes.
The minutes of December 2009 are carried with 4 abstentions.

Elections RC Scandinavia.
Tinge has won the RC elections. Council has voted to ratify, carried unanimously.
There also has been an election for IRCop, this was won by Erl.
When Council started to ratify this by voting there seems to be some disagreement or misunderstanding between the RC Scandinavia and her deputy. So Council decided after voting for this ( with 2 abstentions ) that Space_NL will send an email to Tinge to clarify if Tinge is o.k. with Erl as IRCop. Then he is re-elected and Council agrees. If Tinge is not o.k. with Erl as IRCop he is not an IRCop and we wait for new elections. This has to be done within one week.
Space_NL has been asked to copy Roger-UK and Radar in on the emails and any response.
Council Chair would like to comment that he is disappointed that the RC and the deputy of Scandinavia allowed this to happen.

Elections CC Canada.
The elections for CC Canada are a bit disappointing. There are 2 nominations There are 12 eligible users. There has been sent 2 emails about the elections and only 5 users responded.
They will continue with the elections and we hope to have the results soon.

New IRCD ( any progress, what are we waiting for, what is the plan, we need changes soon, nicks should be managed by RC/CC not techies ).
Megalive is working on a document. He will email Council within 14 days. So Council can review before next meeting.

Approval of #espanol-opers as a permanent channel.
Two months ago the channel was created. The aim of this channel is to coordinate the work of #espanol-opers. In these two months the channel has been very helpful for the #espanol team. So now they ask Council for approval to remain the channel as a permanent channel.
Council has voted, it is carried with 1 no and 1abstention.

Any Other Business.

Coxswain: the Arab Region Internet Jamboree will be next weekend ( mentioned in the email Coxswain sent at the 31st of December 2009 to Council ). They have trained ops and can look after themselves. Maybe some Techie could visit the network during the weekend.
Fox: wants to be sure JOTI is scheduled for the 3rd full weekend of October 2010. Yes it is like always. He is going to make a presentation on it to the International Committee of one of the largest councils in the B.S.A.
Megalive: Tech Team minutes will be sent within a week.
