Bot has been moved to a scoutlink server and is working very well their. It seems the reaction times are faster and the feedback from this move is positive. Thanks to the Server Administrator for all the help.
Zorro has been added as helper from the #espanol channel and this should round out all the languages channels for #irc_help.
At this time the helper list if full and the helpers have been very active answering questions and pointing people in the right direction.

Italy:
#rennoved for another year domain www.scoutlink.it and @scoutlink.it pop3 e.mail services;
#working on two different cd-roms:
1. for linux and open source softwares on scouting - you can see a version of the scoutlink penguin here: http://digilander.iol.it/enricoindy/flyers/Tux-scout_logo.gif - we would like to encourage leaders to use open source softwares because we think that they are more close to scouting spirit
2. a presentation of Scoutlink for Italy ( work in progress ) with the version of the website, clients and flyers (some are on here: http://digilander.iol.it/enricoindy/flyers/ )
#scoutlink will be present at the meeting of CNGEI leaders (Wosm) next 11 and 12 of may in Venice
#jambo in thailand: paolo86 will be our italian user that will take part to jamboree

no changes on #espanol... just the recurrent question of the users to reduce the url of spanish site of Sl and... that we have cut leon-amis until he reaches to normalize his situation

Switzerland
Last week-end was a the german speaking countries jota/joti seminaire in germany. We found out that in austria they yet don't do a joti officialy. But one of the responsibles is interrested in getting more information etc. As Activities for Joti we'll have a sort of QSL e-Greeting Cards

1.1 Ispy resignations: Discussing and appointing of an alternate CC for Canada until the date of normal elections process confirms someone in the job
Ispy resigned due to work problems so Council give authorization Nerilka to become “ad interim” Country coordinator for canada untill she will be able to organize elections and find out people that will manage that situation. Country asked Nerilka to organize herslef for creating a “French language Team” for the promotion of Scoutlink between french users. A team will be formed involving who speaks french today: morgana, mouette, beluga, otarie all of them from switzerland. A report about this will be prepared  if possible  for the next council meeting.

2.0 consideration of and review of "the document" (date for changes to be instated is not yet clear) how we are organizign us for this work?
Considering the result of votation about this item, Council gave authorization to Nouse to organize and coordinate a new workshop, and to report monthly. Nouse will write a mail to Theteam list and will spread the voice about this. Any volunteers must report to no-use by may10th, limit 2 per LANGUAGE CHANNEL, issues and ideas may be emailed to a CC or directly to no-use, Until a new document is adopted the old one stands.

3.0 Boomer's request to be ambassador for WSJ Thailand for Scoutlink and trying to organize a little team where possible.
Considering how important is World jamboree in scouting, Council gave the authorization to Boomer to form a team between scouts users of scoutlink that are going to take part the jamboree in Thailand or that are interested in Jamboree. This team will rapresent Scoutlink inside the jamboree and will try to organize some activities. Boomer will be added to theteam listserv in order to faciliate this action.

4.0 request to authorize Mike_UK as the team leader for organizing ScoutLink participation in the Euro Jambo 2005 and World Jambo 2007 that is being held in England
Again for the 2007 World Jamboree in United Kingdom Global Council thought to authorize the Uk CC to rapresent Scoutlink at the Jamboree and to work with Mike_uk (that independently of his position on scoutlink will take part to the organization of the jamboree for the Scout Association) in the organization of the participation. If in 2007 Mike_uk will be the CC for Uk he will cover both tasks. Anyway the Uk CC with the help of  another  serving as co-chairs for these projects will form a team and will involve all interested & attending scoutlink users. A name for the co-chair will be presented for the next council meeting.

5.0 network policy: Revisiting length of idle time on server rule; Revisiting Bot rules;
Council decide the following new rules about BOTS
All Bots are to be approved IN ADVANCE of running on network by the TTCoordinator. If a user feels they have not received a fair hearing on this they may appeal to council. Consequence of running a bot without approval is a 1 day gline.
Bots that are known to be harmful will be permanently glined.
Iron will notify the team of this
These rules will involve ALL levels of users

And about idling rule:
30 minutes idling in channel; kick as consequence; ban for short time if auto rejoin
5 hrs idling on server max; kill as consequence; gline for no more than 30 minutes if auto rejoin

The Global Council would like to underline that Scoutlink is a network for chatting and not for idling. This “5 hours rule” has to be red as a compromise becasue some users like to be connected also when they are at work and celarly can’t chat all time.

6.0 #youth purposal: "round-robin temp ops"
There is nothing to add here. The Global Council approved this. Lorri will add and remove the ops herself and will communicate all changes to theteam listserv

7.0 problems with users
Iron[Fe26 will write a letter behind the name of Global Council toward those users that gave problems or were involved in strange behaviours. The contain of the letter is covered by privacy guarantee.

8.0 other business
IK rights: the global council thought to remove again IK ircop rights due to his inactivity on the network

9.0  The log of conversation and the next meeting date
The log will be avaiable for all members of the council behind request to the secretary. The outcomes of the meeting will be published in a web site by the Chair. The next meeting will be 7^th of  June 2002 at 22 GMT on #meetings channel
